Basically a toy to have fun with. You can turn it on or off in your Usercp (control panel). It's used on a thread basis so let's say you're viewing a thread or post by someone you feel is adding positive content or maybe you just like the way they think then you can give them some positive rep. Likewise for negative rep. The more rep you have = the more rep altering power you hold, so if you've been positively repped say 50 times then your + or - rep towards others has more effect on their overall "score". You also gain rep power with time.

You can't rep the same person very often but the system will let you know with a message that you need to spread the love a little more before repping them again.

Perhaps I'm just a bit but in my usercp it says I have 12 rep points (thanks people!) but under my avatar it says 1.

Is it broke or am I?

You have 12 rep points that people have given you, the 1 under your name is your rep power so if you were to give someone else rep that is how many points you would add to their user cp.
