Default free public wifi?

I really would like to know what this is.. when i go into my wifi on my htc smartphone it will pop up everyonce in awial.. it is not normal wifi,, it looks like deviice to device. i have had it says three things, NSCAD public wifi, US AIRWAYS free wifi, and now free public wifi. yesterday some idiot smashed into a poll and we had no power for the morning,, i boot up the laptop, and the phones wifi, i walk down the street looking for any wireless connection and the only thin i could find was free public wifi.. on both the laptop, and phone,, i hit connect,, one says trying to connect,, then i hit connect on the other, and booom both connected.. i am like wtf.. i turn off my phones wifi,, it disapears from my lappy.. so. wtf is it....

maybe your laptop is using IP-Passtrough via the phone.

In XP (and maybe Vista also, I'm not sure), if you join an ad-hoc network, there's some bug that causes you to re-broadcast that network even after you disconnect. So what happens is that person A joins the network, then disconnects when they realize it doesn't work. They don't realize they're also now transmitting the network, so they go to the next place, and person B joins, quits, and moves on. As such, it just keeps spreading this way. I end up seeing several of these networks all the time at Dal. It's really quite annoying.

Edit: It's possible that your phone is also doing this, if it's Windows based
